The concept of human rights started with the evolution of human civilization and is also developing with the changing societal conditions. Rights and duties are interrelated in the sense that a person’s responsibility becomes conditional for the enjoyment of the rights of others. The concept of human rights centers around individuals whose endurance and existence would be the main concern of all categories of rights, be it social, political, economic, and cultural. Rights are also regarded as universal. Human rights can be best protected and guaranteed in a democratic polity, in particular, which is characterized by certain institutions like the Constitution, rule of law, independent and fair judiciary, popular administration, multiparty system, free press, various civil and democratic rights groups, and others. All these features exemplify the principles of liberal democracy, whereby the rights of citizens are legally and largely ensured.
